In many German cities, there is growing anger among their citizens over large urban regeneration projects. People demand more – and real – participation. At the same time, due to austerity measures many cities assign a growing number of tasks to the private sector or to organisations of civil society. Cordelia Polinna argues that cities are still responsible for maintaining social equilibrium.
